C-TPAT Recommended Ocean Container Warehouse Unloading Security Procedures

 

The Customs Trade Partnership Against Terrorism (C-TPAT) recommends creating a container security policy which conveys to all business partners the critical nature of having security procedures in place at the point of stuffing and unloading a container, including procedures to inspect, properly seal and maintain the integrity of the shipping containers and trailers. Recommended Actions include:

 

¨     Designate a security officer who will act as the primary cargo security officer responsible for C-TPAT.

¨     Require business partners to demonstrate that they are meeting C-TPAT security guidelines

¨     Ensure the container security policy includes:

o       Container Security Policy -Container Inspection process using 7 and 17 point inspection process (attached)

o       A Container Seal Integrity Policy

o       Container Storage Policy

o       Process to reconcile arriving cargo against packing list, delivery order, and bill of lading - The cargo should be accurately described, weighed, labeled, marked, counted and verified.

o       Discrepancy reporting process, and rigorous pursuit of  all shortages and overages
