Earthquake in China

 

Update to Global Facts dated May 12

 

Reports of injury and death tolls continue to rise after the devastating earthquake in China.  Approximately 200,000 government soldiers and police arrived in the disaster area.  Thirty thousand more relief workers are on the way, traveling by plane, train, truck and even on foot to assist in rescue and recovery efforts.  

 

Our agent partner in China, Dimerco Express Group, is going to donate RMB100,000 through the Red Cross organization of China.

 

        The regional manager for Dimerco Greater China has advised that the Chengdu (CTU) airport will open today for all departure flights, but no aircraft will be allowed to land.  In addition, the airport of Chongqin & Xi'an are open as normal, but railway and road transportation are not functioning due to continued aftershocks that are still occurring.

 

        Dimerco Xi'an (DimXIA) Branch as well as Dimerco Chengdu (DimCTU) branch will be closed until further notice.

 

        Narita in Hong Kong reports no delays in shipping.

 

        Seven Ocean also notes that so far out of Beijing and Shanghai there have been no reports of delays.

BNSF Holiday Notice

 

The Memorial Day Holiday will be observed on May 26, 2008. BNSF Rail has issued a notice regarding their status on that day.

 

Intermodal trains will continue to operate over the holiday, however, due to lighter volumes of traffic and possible train consolidations, shipments being booked on Saturday, May 24, through noon on Tuesday, May 27, may experience extended destination delays of up to 24 hours.

 

INTERLINE TRAFFIC -    Delays may occur on interline traffic if connecting carriers have reduced operations for the holiday.

 

STORAGE AND DETENTION -      The Storage and Detention Department will maintain limited staffing for 24 hours on Monday, May 26, and will be staffed as usual on the weekend.

 

Storage and detention rules applicable to holidays will be in effect.

French Port Strike Update

After the last 24 hour strike in France by unions on April 23, the CGT union, representing longshoremen in that country, was scheduled to meet and contemplate their next move.  The union is protesting the government port reform bill which would, among other things, give unions and management a timeline to reach a privatization agreement for 7 ports throughout France.

News updates advise that French dockworkers are now set to strike at seven publicly-owned ports on Friday and the CGT union has advised port authorities that further stoppages will follow in the next week prior to the Parliamentary debate over the government’s reforms.


Ports are still trying to unload ships from the previous stoppage and the Le Havre port authority reports that container traffic has reduced by almost half in the last week while Marseilles reports a backlog of 17 ships, including eight oil tankers.

The first will still be called “Global Facts!” and will be sent out immediately when an urgent issue surfaces.  Typical topics for “Global Facts!” announcements will include the following:

SWPM - Solid Wood Packing Material Update

 

URGENT NEWS!

 

We have been advised that U.S. Customs and Border Protection (CBP) agriculture inspectors plan to increase scrutiny of wood packing materials (pallets and blocking) in import containers, due to detection of counterfeit solid wood packing stamps on recent import shipments.

 

Recently, 47 import shipments were turned around in Seattle.  Although the pallets were properly stamped, they were infested with bugs and bug larvae.  CBP is aware of the “counterfeit” SWP and is looking for them nationwide.

 

RELATED NEWS!

 

In another SWPM update, it is reported that Taiwan plans to enforce ISMP beginning in July 2008 and the United States has incorporated the 24 hour methyl bromide fumigation schedule in their “requirements for imported packaging”, effective February 7, 2008.

 

In addition, the USDA APHIS Forestry Products Trade Director has advised the National Wooden Pallet & Container Association (NWPCA) that it will propose changes to the packaging exemption between Canada and the U.S. after consultation with the Canada Food Inspection Agency. The two have determined that the exemption has become disadvantageous to controlling the introduction and spread of invasive species. An action plan is being developed which will involve a two year phase in period and a four step implementation.

 

An official start dates will be announced after further discussions with CFIA, Customs and Border Protection and Canada Border Services Agency.

BNSF Bridge Outage at Burlington, Iowa

 

On Thursday, May 1, 2008, the railway bridge over the Mississippi River at Burlington, Iowa was struck by a barge.  BNSF advises there are no estimates on when the bridge will reopen.

Customers may experience delays of 24 to 36 hours on shipments moving through this corridor.

ACE has improved it Customer Service program.  Notable items include a streamlined application process, increased second tier help desk support personnel from 7 to 22 and the planning of three new offices. In addition, plans to build a new messaging service which will provide e-mail information on CBP cargo systems to subscribers and the creation of a team to evaluate and improve the ACE user-interface are in process.

 

ACE is scheduled to start accepting Customs Entries during the calendar year of 2009 though the expected completion date for ACE to be fully operational has been pushed out to 2012.  By pushing the date out the amount of annual expenditure will remain the same (although the total cost has increased and is estimated at $3.3 billion).

Countervailing Duty on Raw Flexible Magnets from China

In early February, the U.S. Department of Commerce announced its affirmative preliminary determination regarding its countervailing duty investigation into raw flexible magnets from the People’s Republic of China. The investigation preliminarily determined that Chinese producers/exporters received net countervailable subsidies of 70.41 percent.

Raw flexible magnets are generally relatively thin, polymer bonded magnetic materials characterized by their flexibility and ease of machinability, which make them ideal for use as refrigerator magnets.

In a statement David Spooner, the Assistant Secretary for import Administration noted that "Subsidization of industries gives Chinese exporters an unjust advantage and forces American manufacturers to compete against a stacked deck."

According to the Commerce Department Fact Sheet, Commerce will instruct U.S. Customs and Border Protection (CBP) to collect a cash deposit or bond based on the preliminary rate.

Commerce is currently scheduled to make its final determination in July of 2008. If the final determination is that Chinese producers/exporters have received countervailable subsidies, and that imports from China materially injure the domestic industry, Commerce will then issue a countervailing duty order.
