Courtesy Notice of Liquidation

* Customs attempts to send (via mail) a Courtesy Notice of Liquidation on every entry to the importer or Record.  It is Customs goal that every entry receives this notice but it is possible for Customs to miss entries.  This notice serves as an informal notice of liquidation.  (CFR 159.9 d)

* Liquidation = the final computation or ascertainment of the duties (not including vessel repair duties) or drawback accruing on an entry. (CFR 159.1)

* This form will tell the importer the initial amount that they paid in duty and the amount of liquidation amount.  This amount should be the same.

  • In the event that the amount is larger – a voluntary tender or advancement occurred.  In the event that the amount is less – a refund was issued.
  • If the amount is different, the importer of record should be able to say why it was different.

* The Courtesy Notice is not a bill and should never be used to pay US Customs.

* Customs Entry Number will be listed on the Notice for reference.

* In the event that you do not receive this notice, Customs will not reissue.

Customs may also issue a “Notice of Suspension” which is common for Antidumping files.  Since the amount of ADD is an on going issue that the Dept of Commerce works on for years they do not want the file to liquidate.  If the file liquidated there would be a timeframe to which they could refund or invoice you for ADD once the case is settled and a permanent amount is agreed on.

If you have any concerns or questions regarding liquidation you should contact your Liberty representative for more information.
